Perhaps the perpetrator knew the town extreamly well. Maps, locations, schedules, townspeople, etc. To vanished without a trace with three persons could be that the penetrator, planned the kidnapping to happen that night, and no matter how the girls were going to go home that night after the party, the kidnapper followed through. Stalking and following the girls to Stacy's house and from there committed the crime. Also, the penetrator could have had eyes for Stacy or Suzie, maybe even the mother, but then again to kidnapped all three might have been that the kidnapper had to take all three women because he couldn't leave anyone behind (or the mother) for evidence, or that the was not aware that the girls were to going to go to Stacy's house and he just follow through and had to deal with the unpredictable situation there and then when it happen

Why the refusal to dig up the area, it wouldnt cost much, what are the police hiding. I bet you could find a concrete company in springfield that would do the work for free to solve the case

What is the Springfield PD hiding? Are they scared that an outside investigatory group will solve a crime that in over 20 years they couldn't crack? Let's cut the red tape and dig!

If there are remains of anyone at the Cox parking garage I'm sure their families would be happy to recover them, no matter who they may be. Take a core sample and end the speculation, if no one is there, patch a small hole and move on. The important thing is to find the Springfield 3, if you find any evidence that that leads you to any suspects that would be a plus, but the main thing is to find what happened to the three ladies.
So,stop pointing the finger of blame all around and point that drill in the concrete and dig the core sample please.
