The majority of people on the road are usually bad drivers and that's in good conditions. You want to put those people on the road when the conditions are worse? Many of the streets are either unplowed or just became one ways. There is no parking. Mass transportation is slow and unreliable due to high volume of people needing to take it. Also it waste more money to open a school when Harley anybody is in it.
