There are laws against shooting and killing animals and a law that allows the arrested to hire a lawyer and post bail if allowed to do so by law. The law should do what is set forth.

it is beyond me why so many people, literally, get away with murder simply because their victim has four legs... if you can't do the right thing by bringing justice to an innocent, sentient being, then save the lives of future PEOPLE that a psychopath like this will move on to in time.
