To: The Department of Basic Education (DBE), Provincial Education Departments, the Presidency of the Republic of South Africa, and all relevant stakeholders

We, the undersigned beneficiaries of the Basic Education Employment Initiative (BEEI) Phase 5, urgently call upon the Department of Basic Education and its provincial counterparts to address the unjustified delay in stipend payments specifically for the month of July 2025.

Despite fulfilling our duties in schools across the country, many of us have not been paid on time, and we have not received any formal communication or explanation from the relevant authorities. This lack of transparency and accountability contradicts the very principles of good governance, ethical employment, and youth empowerment.

⚠️ Why This Petition Matters:

* Contractual Obligations Are Being Breached: Education Assistants and General School Assistants have signed agreements with clearly defined payment schedules. Failing to meet these obligations without valid notice constitutes a violation of those terms.

* We Are Essential Contributors: We are not volunteers. We actively contribute to the daily functioning of schools, support learners, relieve administrative pressure from teachers, and enhance the overall quality of education. Delaying our compensation is a direct insult to our contribution.

* These Are Not Delays Without Consequence: Many of us are from underprivileged backgrounds. Our stipends are not luxuries—they are the only source of income for our families. Withholding payments causes hunger, emotional distress, transport challenges, missed rent, and debt accumulation.

* Youth Employment Programmes Must Be Protected: If government-led youth employment initiatives like BEEI are seen as unreliable, they risk losing public trust. That loss of faith will have long-term consequences for youth participation, national development, and the credibility of future employment projects.
