The Strategic Homeland Intervention, Enforcement, and Logistics Division (S.H.I.E.L.D.) has wasted billions of tax payer dollars with the construction of Helicarriers - flying aircraft carrier. While they are an impressive achievement in design and construction, they are perhaps the most vulnerable war machine in history.

In 2012 a Helicarrier was sabotaged by a member of SHIELD's own team. One of the aircraft's gigantic engines destroyed and another damaged.

In 2014 SHIELD's own security systems were infiltrated by an international crime organization and three Helicarriers were used in a terrorist plot on America.

SHIELD used the guise if National Security to hide the amount of damage and the costs but it's estimated to be in the multi billions.
