David Glass makes nearly 124 million dollars a year, and is considered one of the greediest owners in sports. He made $73 million dollars of welfare from the league last year and $51 million dollars off the team. 

Welfare is guaranteed to him every year, and the money he makes from the Royals isn't. So he can give up several million dollars he makes off the Royals and still make tons of money.  He nearly makes double the entire team's combined payroll. Nothing will change until he gives up his giant salary.
