Baby Andrew needs to be safe from harm, and the recent events have shown that the safest LOVING environment is with his grandparents. The Owens have been by his side from the beginning, and show him constant love and affection. Andrews mother however, has not. She has barely visited him while he lay helpless in the hospital, and she stands by the man who hurt him. Putting him back in an environment with his mother will surely cause more harm than good to this baby. He needs to be with family that loves him, and takes care of him, doesn't hurt him, or neglect him, his grandparents have proved their love and devotion to this baby, and that is what he needs.

Nanny C and Papa Charles have been there for Baby Andrew every step of the way. He is a miracle and needs to be with them in a safe and loving home.
