The mother should be charged with child neglect as well. she shouldn't get away scott free. she is just as much to blame.

Baby Andrew deserves his grandparents to be in charge of his welfare and deserves a safe place to live. His mother can not provide that and doesn't care to be with him at the hospital so she does not deserve to have Andrew with her.
