Andrew need to be in a safe environment in order to thrive. The Cynthia and Charles Owens able to provide that environment, the mother does not have the wherewithal to accomplish this.

I believe for Andrew to be safe, he should be with his grand parents who have been by his side through this whole heart breaking event. He needs a home where he will be safe and someone to look out for him and his best interest. His grand parents will give him the best chance at a normal life. I feel his mother had a lot of growing up to do. part of being a parent is putting your child first and keeping them safe.
