PETITION FOR A CSUSM CAREER ADVANCEMENT AND IRP POLICY
Dear President Haynes:
We, the employees of California State University San Marcos, request that our campus establish a Career Advancement and In-Range Progression Policy for all employees. Too many good employees are stuck at the bottom of their pay range. Too few opportunities exist for training and promotion. We are the fastest growing campus in the CSU, but the staff is being left behind in our growth.
A Career Advancement and In-Range Progression Policy would guarantee to every staff person on campus:
If you are a good employee on our campus, you will have the opportunity to train and promote during your career.
If you serve at least five years on our campus, you will be able to reach the middle of your pay range.
If you serve at least ten years on our campus, you will be able to reach the top of your pay range.
Campus departments will set aside funding for training and advancement, including In-Range Progression to move employees within their pay ranges.
The CSU\'s compensation program does not address the needs of the staff. We have had periods when the contract produced no pay raises and the raises in the recent contract do not catch up to inflation. Less than 6% of staff even received In-Range Progression systemwide.
At the same time, managers and executives are receiving raises two to six-times the staff raises. It is demoralizing to receive announcements of new management raises from the Chancellor when we are stuck in our pay ranges.
We know the sacrifices that are necessary to create a quality university. Many of us started with this campus and many more will be there for our future success.
Be our partner in that success by making staff advancement a CSUSM commitment.
I have spent the last few days reading through the stories you shared about being stuck in the same pay grade for years. It is heartbreaking to see how many of my colleagues feel invisible despite their hard work. I am taking these experiences directly to the administration to show that our staff needs a real path forward.

Seeing this momentum grow proves that so many of my colleagues feel the same exhaustion and frustration that drove me to start this. It is clear that we are no longer willing to accept being left behind while the campus grows around us.

its about time someone stood up for the staff. we do all the work and get zero recognition while admin gets fat raises. fix this.

Been here 7 years and my pay hasn't moved an inch despite taking on more roles every single year. totally unfair.
