BACKGROUND:
Courtyards at Waipouli (“Courtyards”) is an affordable housing project that was required by the County as a zoning condition. In exchange for zoning for 750 condos next to the Kauaʻi Marriott, the Kauai Lagoons developer was required to build 82 affordable units at Courtyards. The required affordability, however, expires in August 2019. This will allow the property to be sold on the open market. The units will likely be turned into visitor units because the property is located in a Visitor Destination Area. The families now living there will have to move. Where will they go?

SOLUTION:
The solution is for the County and/or State to purchase Courtyards. The County has a contractual right to buy the property; it needs to exercise that right and keep Courtyards for local housing. We donʻt need more visitor units right now. There are not enough workers to service existing visitor units. Kauaʻi workers are moving off-island because they canʻt find affordable housing on Kauaʻi. It is clear we need more affordable housing, not more visitor units.

We, the undersigned residents and voters of Kauai, humbly petition our elected leaders -- Mayor Kawakami, Chair Kaneshiro, Councilmembers Brun, Chock, Cowden, Evslin, Kagawa and Kuali'i, Governor Ige, Senate President Kouchi, and Representatives Nakamura, Tokioka and Morikawa: Please do everything in your power to acquire the 82 apartments at Courtyard at Waipouli for affordable local housing.

Please prevent the eviction of current residents and keep the units for Kauai families needing affordable housing in the future. Mayor Kawakami, on behalf of the people of Kauai, please assert the County's contractual right to purchase the Courtyards apartments at a fair price and work with the County Council, HHFDC, the Governor, our legislators and interested nonprofits to develop a viable financing plan. Do not allow the apartments to turn into visitor accommodations. We need local housing, not more visitor units. Mahalo.
