David Cordy and I (both Gisborne residents at the time) presented this exact concept to the Macedon Ranges Shire in a formal proposal back in 1998 would you believe. It was to be a typical American Style Roadside Diner based on "Rosie's Diner" on Route 66, we were going to purchase the property but due to Vic Roads insisting they would never provide an entry from the freeway we canned the project. Maybe attitudes in Vic Roads have changed over time. I wish you every success in your endeavours, keep me in the loop and If I can assist in anyway please let me know. Cheers, Kevin johnston.
