Maryland...best thing for inmates. My husband been locked up for 10yrs and counting. As a inmate he said this would cut down on drug use do to the depression and stress inmates go thru. Also the bonding which would have inmates have something to look forward too. If they can have tvs..game systems..etc then conjugal visits should be a part of the list too
