The Congressional and Executive Competency and Performance Act
We the people of the United States of America do declare as of August 20, 2013, that our Representation has been inept, incompetent, and unqualified for the positions that are being held. You are hereby notified that your tenure as of now has been placed on a Probationary status. We have found that your behavior has been reckless and detrimental to the progress of the people you are supposed to be representing. We the people demand immediate improvement in areas where you have been found to be dreadfully irresponsible. You have been found incompetent of developing and maintaining the following areas: education system, quality of the American people’s health, failure of the monetary power of our currency, condition of our farms and replenishable resources, quality of food , water and air, our military and defensive prowess, our economical growth and enhancement, our manufacturing and production of American goods and services, our infrastructure, power grids and dams, and the stifling of our research and development in small business industries. Since there has been a detachment from the country you are supposed to represent, we have instituted the Congressional and Executive Competency and Performance Act. We declare that this is our home and country, not an institution to be run as if we were only a Fortune 100 company. Our ancestors have bled and fought in many wars for the freedoms and ideas this country has represented for years. We understand that Congress has looked upon us as merely a business and not a country; therefore we have hereby documented a Competency and Performance measurement plan. This Act institutes measurements where Congress shall be paid according to the specific scale in proportion to the success and well-being of the people of the United States of America. I. Education II. Quality of American Citizens Health III. Economical Monetary Power IV. Conditions of Farms and Replenishable Resources V. Quality of Food, Water, and Air VI. Military and Defensive Prowess VII. Economical Growth and Technical Enhancements VIII. Manufacturing and Reproduction of American Goods IX. Infrastructure, Power Grids and Dams X. Scientific Research and Development Each issue will be rated on a percentage of 1 to 10 with 1 being the lowest and 10 being the highest. Each representative will be graded based upon their voting record and duties achieved. Representatives will have a possibility of receiving a maximum of 10 percentage points per category. The sum of all categories will determine the annual salary the representatives will receive for that year.
