Agreed. Compulsory caddie for buggy users does not guarantee the issues pointed out are addressed. This is more like a punitive action against buggy users. Like those walking and pulling, all buggies are equipped with sand carrier/buckets which are used by responsible members.
Divots not being repaired applies to all golfers. Therefore stricter monitoring and supervision by the marshals would be a more practical action.

This a members' club. We decide . If I want a buggy or caddy I decide at the time of play. Don't force me. In a proprietary club, the owner decides. Can't blame him. It is an investment for the owner.So, I hope the MC can think like members and not as owner.
