We the undersigned members of the community, neighbors and friends, employers, fellow parishioners, and individuals whose lives have been touched by Ms. Inocencia Mahinay, submit this petition in firm, sincere and unified support of her application for permanent residence in Canada on Humanitarian and Compassionate grounds.

This Petition reflects the shared conviction of many members of Fort McMurray and beyond that Ms. Mahinay has become an essential and beloved part of our community. Her removal from Canada would not only impose tremendous hardship on her, but would also deeply disrupt the lives of children ,families, and community members who rely on her presence, kindness and stability. It is our collective plea that she be granted the compassion and fairness that the H and C process was designed to uphold.

For nearly a decade, Ms. Mahinay has made Canada her home. She lived and worked in Alberta consistently since 2017, settling primarily in Fort McMurray and forming long standing bonds with families she serves. the neighbors who rely on her; and the church community where she has actively participated as a choir member at St. John the Baptist Church . Her immigration records confirm this enduring presence and continuous employment in caregiving roles, supporting children and families with dedication and love. She has proven herself to be a reliable, trusted and deeply compassionate individual whose daily contributions enrich the lives of many.

through her time in Canada, She has cared for multiple children in our community, often for several years at a time. these children see her as a source of comfort, routine, and emotional security. The stability she offers has been integral to their development especially during moments of transition or family difficulty. Her presence has played a critical role in shaping a safe and nurturing environment for them. The best interest of these children must remain a central consideration. Removing her from their lives would create emotional distress and disrupt the continuity that children require for healthy growth. Her caregiving is not simply a job; it is vital emotional support system for young people who depend on her daily presence.

Her positive character is known widely. those who work with her consistently describe a gentle, hardworking, and respectful woman who carries herself with humility and an unwavering sense of responsibility. She is the kind of person who places the needs of others above her own. who never forgets a birthday who patiently listens when someone is struggling, and who contributes quietly bur consistently to a sense of community and compassion. She has demonstrated resilience in the face of adversity and has devoted her adult life to serving families, supporting children. and uplifting those around her.

Her contribution to the spiritual life of Fort McMurray is also significant. As aa choir member at St. John the Baptist Parish for many years, she has participated actively in building a warm and inclusive faith community. Her presence at church is appreciated not only for her voice, but for her kindness, humility and the respect she has shown towards traditions, fellow parishioners, and the value of the community. She has become part of the social fabric of this parish in a way that reflects sincerity and devotion. For many community members, she is not only a familiar face but a comforting one.

The hardship she would face if forced to leave Canada would be severe. After building her life here so many years . she would return to conditions that lack the stability, community support, and economic opportunity she relies on. She has spent decades abroad in service roles, including years in Hong Kong before arriving in Canada, and her return to the Philippines would not provide her with the means to rebuild her life at her age. She has no established employment in her home country and would face immense difficulty reintegrating after so many years abroad. Her support networks, her community, and her emotional anchors are now in Canada. Removing her would cause profound emotional, social and economic hardship, and would effectively disconnect her from the life she has built with tremendous effort and sacrifice.

It is also critically important to emphasize that her removal would deeply affect the families and children who rely on her. Children form strong attachments to caregivers who provide safety and consistent emotional support. Forcing a separation would deprive them of a nurturing figure who has played an instrumental role in their daily lives, often from infancy or early childhood. Having already experienced the challenges of rapid social change, the loss of a central caregiving figure could have serious consequences on their emotional well being. These children are part of the Canadian community, and their best interests must be given great weight.

Through her actions, Ms. Mahinay has demonstrated her commitment to Canada, not through words alone, but through years of hard work, dedication, and genuine community integration. She has never been a burden. Instead, she has been a source of strength.
