Petition in opposition of the proposed rezoning and consolidation of lots, and commercial development at 1465 Corydon Avenue & 492 Queenston Street:

Subdivision and Rezoning – DASZ7/20201

Change 492 Queenston Street from Residential Single-Family to Commercial Neighbourhood District

Consolidate with 1465 Corydon Avenue and build a Multi-Tenant Commercial building

Build a parking lot

ONCE THE TWO PROPERTIES ARE COMBINED – VARY DIMENSIONAL STANDARDS – Variance – DAV 21-108253/D

For the commercial building – Reduce the front yard on Queenston Street from 30 feet to 12 feet

For the commercial building – Change and allow insufficient street edge landscaping along Corydon Avenue

For the parking lot – Reduce the front yard on Queenston Street from 30 feet to 11 feet

For the parking lot – Reduce the north side yard on Queenston Street from 10 feet to 4 feet

Allow a pedestrian route that does not meet the pedestrian connection design standards

Conditional Use – DCU 21-108312/D

Allow a commercial building exceeding 5,000 square feet in floor area

Points of opposition

Out of Character

  • The proposed building will not resemble a residential building in scale or design, a key condition of the original rezoning agreement.
  • Homeowners expect the character of the buildings to be maintained.

Contrary to Current Restricted Use and Zoning Agreement Caveats

  • Required:
    • Maintain and no changes to the single-family dwelling at 494 Queenston Street.
    • 1465 Corydon Avenue at the rear of the single-family dwelling at 494 Queenston Street, to be used only as a general insurance and automobile insurance agency.
  • The approved building plans maintained residential lines of sight on Queenston Street and neighbourhood character.
  • To this day, the use of the buildings is restricted to the sole purpose of a general insurance and automobile insurance agency. This fact is absent from the posted notice.
  • Residents of River Heights do not want the use of the buildings for other than the sole purpose of a general insurance and automobile insurance agency, and do not want buildings that do not maintain residential lines of sight and neighborhood character.

Precedence for Changes to the Character of Commercial Nodes

  • Residents of River Heights do not want commercial property (including parking lots) facing their residential properties.

Encroachment and Lines of Sight

  • Residents and homeowners do not want to be looking at the side of a commercial building.
  • Reduced lines of sight from Corydon Avenue down Queenston Street puts all our safety at risk. Residents do not want this.

Parking Lots

  • Residents of River Heights do not want residential buildings torn down for parking lots.

Access from and Egress onto Queenston Street

  • Residents of River Heights do not want parking lots accessed by residential streets.

Property Value

  • Residents of River Heights do not want a depreciation in their property values.

On-Street Parking

  • Residents on Queenston Street and surrounding streets do not want more competition for parking.

Vehicle Collisions

  • Many serious collisions occur at the intersection of Corydon and Queenston.
  • More traffic will result in more collisions.

Queenston Traffic

  • Residents of River Heights do not want more commercial traffic cutting through the residential neighborhood.

Heavy Traffic

  • Residents of River Heights do not want increased traffic and its associated risks.

Alley Traffic

  • Residents of River Heights do not want more commercial traffic cutting through the residential neighborhood.

Safety of Our Children

Teacher and Parent Parking and Student Drop-Off and Pick-up on Corydon Avenue and Queenston Street

  • Residents of River Heights do not want increased commercial traffic and commercial parking putting our children’s safety at risk.

Sidewalk Interference

  • Residents do not want vehicle interference in the pedestrian nature of the neighborhood.
  • Residents do not want sidewalks that do not meet design standards.

Mature Trees

  • Residents of River Heights do not want beautiful, mature, and healthy trees cut down or damaged.
  • Residents of River Heights do not want any damage, even minimal, to Winnipeg’s elm trees.

Increased Commercial Space

  • Residents do not want commercial tenants with no clear indication of how they will serve the community.
  • Residents do not want more vacant commercial space.


Commercial Development of Corydon

  • Commercial nodes already exist along this stretch of Corydon.
  • The developer’s intent is to “increase the commercial vitality of this stretch Corydon”. This is in opposition to the desire of the residents to keep this stretch of Corydon free of the busy activity seen in other stretches of Corydon, and does not align with the City’s current approved zoning bylaws and local area plans.

Unwelcome Sights from Residents’ Homes

  • Residents of River Heights do not want to look at this from their front street or their living room windows, and do not want the accompanying decrease in property values.

The individuals who have signed this petition are either current or past residents of River Heights or concerned citizens. All request that 492 Queenston remains a “Residential 1” property. All request that the use of 1465 Corydon Avenue remains “restricted to the sole purpose of a general insurance and automobile insurance agency”.
