Suggested ordinance: The purpose of this Ordinance is to prohibit the use and operation of gas and electric leaf bowers in the City of Naples. These devices, used to blow leaves, dirt and debris, create an excessive amount of noise. The sound is not only annoying to those in the vicinity of the operators utilizing these devices, it has the potential to cause hearing damage. Leaf blowers blow dirt, dust, mold and potentially harmful particulate into the air, thereby reducing the air quality in Naples. This aggravates the respiratory system of those with allergies and asthmatic conditions. It also deposits such debris on other public and private property, including wastewater run off in to Naples Bay. There are many alternative methods of disposing of this debris available to gardeners and property owners which are less disruptive to the quality of life in Naples. The use of leaf blowers is hereby declared to constitute a public nuisance by virtue of the detrimental effect such blowers have on the community and residents of Naples.
