Final supporters
Graceada Park is advertised by the city as the “Jewel” in the crown of Modesto Parks. It is used by thousands annually.
Graceda, and the adjacent Enslen Parks have become magnets for people and behavior that belie the advertised image of both the parks and our city; and directly impacts homeowners, nearby residents, and park users adversely.
These activities have dramatically increased in the last 24 months.
Specifically:
- Overt drug and alcohol use throughout the parks
- Overt drug dealing throughout the parks
- Illegal camping and littering
- Illegal food distribution
- Overt prostitution and solicitation
- Arson
- Street crime, theft and vandalism both inside the park and in the surrounding neighborhood
- Widespread public intoxication throughout the park
- Open panhandling
- Fighting, arguing and yelling on a daily basis, at all hours.
As taxpayers, users, property owners and residents of the Graceda and Enslen parks and neighborhoods, we are asking the city and MPD for:
Ongoing enhanced enforcement of existing laws for the parks and surrounding area specifically:
- Increased “sweeps”.
- Direct drug law enforcement; surveillance
- Public intoxication enforcement
- Vehicle law enforcement and enhanced traffic law and parking control
We also ask that the city repair all broken lights throughout the park.
We have seen the impact that MPD and city effort has on these activities before park events (they dissipate). As taxpayers and citizens, we ask that this effort is maintained to keep the parks safe for our families and restore them to an attraction versus an embarrassmentMore like this

Two hundred fifty people have now told the City of Modesto that we are finished with the lawlessness in Graceada and Enslen Park. The city leadership continues to ignore the filth and crime taking over our neighborhood while they pretend everything is fine. We are building enough pressure that they will finally have to stop hiding behind their desks and start enforcing the law.

The city officials think they can ignore the filth and crime in our parks while we wait for them to act. We are almost at 100 signatures so blast this link everywhere right now to force their hands. Do not stop until Modesto cleans up this mess.

I stopped taking my kids to this park about a year ago after feeling unsafe during several visits. I have called the police to report activity while I was there. It is such a wonderful park and I would love to see it restored as a family friendly place in Modesto.
I drive by both parks every day on my way to work and see close to 25 homeless people with tons of hauling devices heaped with trash and junk strewn all over Enslen park. It's an eyesore and needs to be cleaned up.
My husband and I used to enjoy taking the kids to concert in the park every summer, but we agreed not to go anymore because of the drunk homeless crowd that have started to take over! What a shame to see our parks and streets decline!
I thought parks were closed at night, not to be used as parking for people living out of their cars, next to elementary school on Claremont. Kids walk past people half dressed in AM on way to school.
Asking the local liquor stores and corner markets around the parks to stop selling single serve alcohol will be a big start. The vagrants living in the parks are the number one purchasers of such items. They buy them at the corner stores and consume them in our parks.
We need to make these parks safe for everyone.
Being a long time Realtor in Modesto area - this is one of my irritants along with people using alleys for dumping their garbage and un-wanted items. Something needs to be DONE....

I had some friends ask the other day if we could go to Graceada park to train our dogs... we used to do so. My reply - sorry, I don't think it is safe. Needles, petty theft of anything you are not hanging onto, someone vomiting right in front of me, etc. It's a shame.
