Midland City Police need new training on deescalating situations, especially involving those who are emotionally or intellectually disabled. Rather than diffusing situations, many officers take a threatening stance and escalate into violent "takedowns". The ACLU supports retraining in every state. Pennsylvania's governor recently approved funding for retraining. The Americans with Disabilities Act states that individuals with mental illness or intellectual illnesses such as autism should not be treated as violent criminals even if they are acting out violently.
