I am waiting about 16 months only for test and when I ring them they said just you are in processing and you have to wait

Hi I applied for citizenship in september 2015. Its been 11 months now and im Still waiting for test and didnt hear anything from imegration yet. All my friends that came with boat facing the same problem but i have friends from vietnam, china and other countries which applied for citizenship and from the day they applied till their ceremony was only 6 months apart. Why only people who came with boat have to wait this long just even for a test?
