If you look at the data, charters are failing at a higher rate than other schools. How does this help?

As a public school supporter and a parent who has thoughtfully chosen a struggling public school for my 3 children in the Pittsburgh area (despite what seems to be an attempted take over by the charter schools), I am voicing my opinion that allowing charter schools into the York School District is not the answer. Charter schools simply are not required to play by the same rules, and therefore the public schools, despite amazing teachers, continue to struggle. Put the brains of the state official into solving public school programs, not creating more. Or, require charter schools to share what is working for them to those struggling schools. There are a few charters around us that have thrived, and I am happy for those children/families, however, this would be an opportunity for collaboration rather than competition....
