Charlotte Water (formerly CMUD- Charlotte Mecklenburg Utilities Department) and NCDENR MUST NOT ALLOW Phillip Cline of Gold Hill, NC or any entity such as a lease holder or property deed holder that is of family, company or employer/employee or casual relation; to apply for, or be awarded any Sewage Sludge "Biosolids" Land Application Permits.

This is due to his blatant disregard for the environment as a farmer/proprietor leading to Multiple Notices of Violations from 3 branches of NCDENR Enforcement.

Furthermore,I believe that he or any affiliated entityCANNOTresponsibly manage the demands of said "Biosolids" permit.
