On the 12th of April this year, one of the major car parks that serves Mell Square shopping centre changed its payment method to "pay and display". This system has had an adverse effect on footfall to the town. The machines do not give change and does not allow the shopper to use credit cards as a form of payment. Unlike the pay on foot scheme pay and display does not allow the shopper to spend as much time as they like within the town as they constantly have to watch the time! Also, as there are now no attendants within the car park, security is not as good as previously.
