This is so uncalled for who in their right mind accept this as normal or ok?? Who came up with these ridiculous laws? Be more human have a heart and change the laws make them strict to where this is not allowed this kind of abuse is not ok. Animals don't have a voice and they feel pain. We are their voice and there needs to be a change immediately. Ppl who think this is ok should maybe go and live outside the way this poor dog is living and maybe they will have a change of heart.
