We, the undersigned, strongly request that that the following organisations - University Hospital of North Staffordshire NHS Trust [UHNS], Government agencies, health care commissioners, and the Cystic Fibrosis Trust - undertake a joint whole systems review of CF care provision. We strongly recommend that opening and funding a dedicated CF Unit be supported, staffed by a multi-professional and specialist team who have knowledge of the condition, competencies to deliver the most effective care and treatment, complementary to but improving the existing services provided at UHNS. Presently, CF patients have the use of side rooms on Ward 79. Rooms are allocated on a "first come, first served" basis, therefore at times they can be waiting at home in an unsuitable therapeutic environment, unwell and awaiting intense and specialist treatment. At the moment, teenage/ young adult patients can spend up to three weeks on a general adult respiratory ward, often amongst elderly patients, and are at greater risk of cross infection and contraction of other infections, which could be mitigated more effectively if a CF Unit was established with its own dedicated and specialist inpatient facilities. Government health and social care policy refers, in respect of patients receiving the right care in the right place at the right time, and the Department of Health's NHS Outcomes Framework, in particular domain 2 - enhancing quality of life for people with long-term conditions. The undersigned strongly commend this proposal to you as a matter of priority.
