Article II of the Constitution says the president has the power to:

1) Make treaties with other countries (with consent of the Senate), 2)Appoint ambassadors to other countries (with consent of the Senate) and, 2) Receive ambassadors from other countries.

Speaker of the House of Representatives, John Boehner, violated this Article in an attempt to broaden the roles of the House of Representatives and the office of the Speaker.
