By CBS ignoring this behavior it is giving the consent that this kind of behavior is not a serious form of crossing boundaries, harassment, bullying. It is disgusting and if this was looked at as a workplace Franks ass would be out the door so fast and he could be sued. He is so unaware of self, he doesn't even acknowledge that when someone says no it means no. That is a very scary person.
