There's no reason why this shouldn't be put in place. Pennsylvania needs a solid tailwater fishery and the Tully could easily be it.

Stream bred trout in these project waters reduce the problems associated with continually introducing hatchery fish to a fishery. It costs less and encourages our natural resource officers to spend time on fishery health and improvements rather than raising and stocking pond fish. The put and take trout program should eventually be curtailed and limited to some lakes.

we have instituted a catch and realease program here in ny on many rivers with great success. it should be a standard operating procedure on all rivers country wide.
