This petition is directed toward all US citizens. A few years ago, a law was made to make all tvs closed captioned. That was a good law, but what is the use when so many programs aren\'t closed captioned. Why not make the closed captioning of all programs on all stations a law Those that don\'t want to read the captions can just turn on the captioning on their tv, so it wouldn\'t get in anyone\'s way. It would have many benefits: help those learning to read, help those learning to speed read, help the elderly understand the programs, perhaps improve the reading level of various people, etc..
