I believe that it is the responsibility of the Nation to provide an outreach and a tracking system for any individual who has been abducted.  By implementing this system, one can simply dial a three digit number "333" from any phone or texting device which will be sent to a center that will track the location of the text or call after 30 seconds.  Then logging the location of the call or text. This will inform the system that the individual has been abducted with out being caught or having to speak a word the location of the individual is tracked and logged then local law enforcement can follow up on the location.
