As per the forums, Kenji9, community manager of tw2, posted the following: Instant Recruitment
Basically this feature will allow player to spend money on recruitment orders instantly further pushing this game into a p2w (pay to win) model. This feature so far has been met with negativity and I encourage everyone to sign off on this to show the tw2 developers that they have gone too far by trying to add this feature.

Any fighting within the game will now be won by those with the deepest pockets. Incoming attack? No need to move troops around - just instantly recruit a whole bunch of defence! Got troops strategically placed for counter attack? Nope? Just buy some - instantly ! ! ! Bad idea, baaad idea ! ! !
Bad decision unless they only want players with big pockets who are willing to spend big bucks ... p2w players already have a huge advantage - this will kill the bulk of tw2 players ... it took them how long to finally realize what a stupid concept the original sabotage was ? How many people left and never came back? Don't think you can afford to lose that many players, if not more, with the instant recruitment -
As if they weren't already making enough money on this game. This needs to be stopped now, it is a unfair advantage for those with NO SKILL to reach a undeserved level.
This is a poor choice and will ultimately be the failure in this game.
SCRAP THIS!!!! GET EVERYONE TO SIGN THIS.

A step to far. Game should relatively equal. Gives a massive advantage for someone to sidestep skill.
