It shouldnt really matter how long it takes. As long as its dealt with in a lot civilised manner than the arrest, then justice should be servered accordingly. After the investigation i would be pretty certain its the responsibility of the PSNI in which the way he was man handled..
The entire police force need to go on people skills lessons. Anytime ive had any encounters they have provoked the situation every time. Something needs done once and for all. They are suppose to be to protect and serve but instead they bullies.
