Call for Action

We, the members of The Arab Group for Cultural Policy, meeting in Beirut in the period December 17-21, 2015, appeal to the United Nations and other major international organizations and institutions active in the Arab region, notably:

UNESCO UNICEF UNHCR (United Nations High Commissioner for Refugees) UNRWA (United Nations Relief and Works Agency) European Commission

Based on the following:

The awareness shared by the artists, intellectuals, and cultural managers, participating in this meeting, of our responsibility towards society in defending cultural and creative rights and freedoms as well as guarding the Arab cultural heritage both physical and intangible that remains the most valuable possession of these societies and its human and cultural background; Due to the dangerous conditions that dominate many Arab countries and the widespread violence and destruction resulting in the vandalizing of important human archeological sites such as Palmera and the Aleppo Citadel in Syria; the old city in Sanaa, Yemen; and a lot of historical sites in Musul in Iraq; and leading to unprecedented waves of immigration; which is negatively affecting the preservation of the cultural memory in our communities and multiplies the threat of an entire generation not joining or dropping out of education, to be added to the millions of illiterates in Arab countries; And in reaction to the repeated attacks on freedom of creative and artistic expression and to imposing additional restrictions on artists and intellectuals, their freedom to act in public space, and their freedom of movement and of presenting their work inside or beyond the Arab region, plus the decrease in resources available for cultural work in most Arab countries;

Hence, we are addressing this appeal to call on the above-mentioned organizations to uphold their commitments in the domains related to your work in the Arab region. We recognize that preserving cultural rights and freedoms; protecting physical and intangible cultural heritage; the right to education; freedom of expression, travel, and the use of public space, are all covered and protected by several international conventions and agreements to which your organizations commit. In particular, we demand that you take all measures needed to assure the following:

1. Integrating culture to be a main component in the programs you undertake in different areas such economic and social development, humanitarian relief, conflict resolution, reconstruction, education, and health;

2. Protecting the physical and the intangible heritage in the Arab region;

3. Securing education opportunities and access to culture in countries of diaspora;

4. And protecting freedom of expression, creation and all cultural rights and especially the rights of minority groups

As participants of The Arab Group for Cultural Policy Meeting, we also invite all the artists and intellectuals, and all cultural entities in the Arab region and the world to sign this appeal.

نداء لحماية الحقوق والحريات الثقافية والتراث الثقافى العربى

إنّنا نحن أعضاء المجموعة العربية للسياسات الثقافية، المجتمعين في بيروت من 17 إلى 21 ديسمبر 2015، نتوجّه بهذا النداء إلى منظمات الأمم المتحدة والمؤسسات الدولية الرئيسة التي تعمل في المنطقة العربية، وخاصّة:

منظمة اليونسكو؛ منظمة اليونيسيف؛ المفوضية السامية للأمم المتحدة لشئون اللاجئينUNHCR؛ وكالة الأمم المتحدة لغوث وتشغيل اللاجئين UNRWA؛ المفوضية الأوروبية.

و انطلاقا من النقاط التالية:

وعيًا منا، نحن المُشاركون في هذا الاجتماع من فنّانين ومُثقفين ومُدراء لمؤسسات ثقافية عربية، بمسئُوليتنا نحو مُجتمعاتنا في حِماية الحقوق والحريّات الثقافية لهذه المجتمعات، ودرءِ الخطرعن التراث الثقافي العربي، المادّي وغير المادّي، الذي يظلّ أثمن ممتلكات هذه المجتمعات ورصيدها الحضاري والإنساني؛ ونظرًا للأوضاع الخطيرة التي تمُرّ بها كثير من البلدان العربية، وانتشار العُنف والتدميرعلى نطاق واسع، الذى نتج عنه تخريب آثار إنسانية هامة مثل الموقع الأثري في تدمر وقلعة حلب في سورية والمدينة القديمة في صنعاء باليمن والكثير من المعالم التاريخية في مدينة الموصل بالعراق، وهو ما أدّى إلى تهْجير قسري لم يسبق له مثيل في تاريخ المنطقة، ممّا أثر سلبياً في الحفاظ على الذاكرة الثقافية لمجتمعاتنا، وهدّد بتسرّب جيل كامل من أسلاك التعليم، يُضاف إلى ملايين الأميين في بُلداننا العربية؛ وردّا على الاعتداءات المُتكرّرة التي تطال حريّة الإبداع والتعبير الفنّي، وفرض المزيد من القيود على الفنانين والمثقفيـــــــــــن والتضييق على حقّهم في استخدامهم للفضاء العام ، والمسّ بحريتهم في التنقل وتقديم أعمالهم داخل وخارج المنطقة العربية، وكذا تقليص الموارد المتاحة للعمل الثقافي في معظم البلدان العربية؛ وحيث أنّ الحفاظ على الحقوق والحريّات الثقافية، وحِماية التراث الثقافي المادّي وغير المادي، والحقّ في التعليم، وحرية التعبير والتنقل واستخدام الفضاء العام، كلها مكفولة بالعديد من الاتفاقيات والعهود الدولية التي تتولون مُهمّة تطبيقها؛

اعتبارًا لكلّ ذلك، نتوجّه إليكم بهذا النداء، الذي نطالبكم فيه بتحمّل المسؤولية المُرتبطة بعملكم في المنطقة العربية، وخاصّة اتخاذ التدابير اللازمة للوفاء بالتعهدات التالية:

1- إدماج الثقافة كمكوّن رئيس في البرامج التي تقومُون عليها في مجالات التنمية الاقتصادية والاجتماعية، والإغاثة الانسانية، وفضّ النزاعات، وإعادة التعمير، والتعليم والصحة؛

2- حماية التراث المادّي واللامادّي في المنطقة العربية؛

3- توفير فرص التعليم والثقافة في بلدان اللجوء؛

4- حماية حرية التعبير والإبداع الفني وكافة الحقوق الثقافية وتحديداً حقوق الأقليات.

كما ندعُو، نحن المشاركون في اجتماع المجموعة العريية للسياسات الثقافية، كل الفنانين والمثقفين، وكلّ المؤسّسات والمنظمات الثقافية في المنطقة العربية وفي العالم إلى توقيع هذا النداء.

Appel

Nous, membres du Groupe Arabe des Politiques Culturelles, réunis à Beyrouth du 17 au 21 septembre 2015, adressons cet appel aux organisations des Nations Unies et aux organisations internationales principales qui exercent leur travail dans la région arabe, en particulier :

L’Organisation des Nation unies pour l’éducation, la science et la culture (UNESCO) Le Fonds des Nations unies pour l’enfance (UNICEF) Le Haut Commissariat des Nations unies pour les réfugiés (UNHCR) L’Office de secours et de travaux des Nations unies pour les réfugiés (UNRWA) La Commission européenne.

A partir des points suivants:

Par conscience de la responsabilité que nous, artistes, intellectuels et directeurs d’organisations culturelles arabes participants à cette réunion, avons de protéger les droits et les libertés culturelles de nos sociétés, et de conjurer tout danger qui puisse menacer le patrimoine culturel arabe matériel et immatériel, ce patrimoine étant ce que ces sociétés possèdent de plus valeureux aux niveaux culturel et humain. Vu que beaucoup de pays arabes sont actuellement dans des situations dangereuses, et vu la prévalence de la violence et de la destruction à grande échelle résultant en le sabotage de monuments humains important tels le site historique de Tadmor (Palmyre) et la Citadelle d’Alep en Syrie, l’Ancienne Ville de Sanaa au Yémen, et de nombreux monuments historiques de la ville de Mossoul en Irak. Vu que ceci a conduit à un déplacement forcé sans précédent dans l’histoire de la région qui a eu un impact négatif sur la préservation de la mémoire culturelle de nos sociétés et a menacé de priver d’éducation tout une génération à rajouter à des millions d’analphabètes dans nos pays arabes. En réponse aux attaques fréquentes contre la liberté de création et d’expression artistique, à l’imposition davantage de restrictions sur les artistes et les intellectuels et sur leur droit d’utiliser l’espace public, à l’atteinte à leur liberté de mouvement et leur liberté de présenter leurs œuvres dans ou en dehors de la région arabe, ainsi qu’à la réduction des ressources disponibles au travail culturel dans la plupart des pays arabes. Et puisque la préservation des droits et des libertés culturels, la protection du patrimoine culturel matériel et immatériel, le droit à l’éducation, la liberté d’expression, la liberté de mouvement, et la liberté d’utiliser l’espace public sont tous garantis à travers de nombreux pactes et conventions internationaux que vous êtes chargés de mettre en application.

Cet en prenant tout cela en compte que nous vous adressons cet appel à travers lequel nous vous demandons d’assumer la responsabilité directement liée à l’activité que vous exercez dans la région arabe, en particulier de prendre les mesures nécessaires pour honorer les engagements suivants :

1- L’intégration de la culture en tant qu’élément principal dans les programmes que vous exécutez dans les domaines du développement économique et social, les secours humanitaires, la résolution des conflits, la reconstruction, l’éducation, et la santé.

2- La protection du patrimoine matériel et immatériel dans la région arabe.

3- La fourniture de possibilités éducatives et culturelles dans les pays d’accueil.

4- La protection de la liberté d’expression et de création artistique ainsi que l’ensemble des droits culturels, en particulier les droits des minorités.

Nous, participants à la réunion du Groupe Arabe des Politiques Culturelles, invitons tous les artistes et les intellectuels, toutes les institutions et les organisations culturelles dans la région arabe et dans le monde à signer cet appel.
