Subject: Call for justice and protection of citizens against intimidation by armed and drank security Police.
We, the undersigned citizens are gravely disturbed by the recent incident in which a drank and armed National Security Personnel intimidated at a gun point an elderly woman who was in her house.
This action is not an isolated incident but a reflection of many incidences that have gone unrecorded. The National Police, the national security, the South Sudan defense forces and other organized bodies have turned into a terror group for citizens. The service men and women, either on the roads or in the neighborhoods have often used their powers to not only intimidate but extort civilians that they were put in charge to protect. These acts are not only a violation of their sworn duties and ethics but also a violation of fundamental human rights that are enshrined in the constitution. They erode public confidence in the institutions at best and put civilians in arms way at worst.
We therefore call upon the relevant authorities to:
Launch an immediate investigation into this matter
Suspend and prosecute the officer in question
Reinforce discipline and professional standards amongst the service men.
Implement strict policies prohibiting the use of drugs and alcohol
Conduct a refresher training for service personnel on the safer use of arms especially in civilian surroundings.
We strongly believe these measures are paramount in protecting civilians and consequentially to restoring public confidence in the organized forces.
