I think the Netherlands should be proud of their eseptional system of employing PhD-candidates. The bursary system will experiment foreigners, who usually are unaware of system differences, and what the tax system is here. I'm very much against the Bursary Experiment.

When not accompanied by policies focused on increasing numbers of Post Doc positions I find it hard to see this as being motivated by anything other than a financially driven desire for more PhDs, more publications and lower costs. Risking lower quality and long-term negative implications for PhDs (e.g., no pension, less wages, less supervision etc).

We should definitely promote a discussion on this topic and allow people to make an informed choice. PhD students do work that benefits the university and it is therefore my opinion that all PhD students should be treated as employees, with all associated benefits .

As long as (some) faculties have problems finding good PhD students, applying the PhD bursary system will not make it any more attractive for people to start. When it is clear what the differences are between "normal" PhD students and bursary students (which currently is lacking), and there is a shortage of vacant positions, this option might have a chance.

I'm a little confused abut "bursary experiment". In past years there were already PhD students on bursary contract and according to my knowledge it did not work and the university quit these kinds of contracts. With my friends I compared my AIO contract with their bursary contract and the difference was they just got at the end much less money. They did not have all benefits that I have a no social security as Enja Ist mentioned. Indeed they do not have to teach but I don't see why is a good thing. I like that I had teaching experience and I think is good for my future career. According what I've read in the article above "According to the RUG, the distinction between the traditional PhD. candidates and those in the experiment is that the bursaries will choose, write and defend their own research topic." I'm traditional PhD candidate and this exactly what I'm doing I'm working on my projects and I will defend my research topic.
