paying way to much for dial up speeds in blairstown. cant even watch a movie without it buffering for hours

internet download speeds are about .45 Mbps. Can't stream music or videos

My internet connection constantly freezes, won't allow downloads or takes forever. I pay for a certain speed and I am getting no where near the speed I am paying for.
