Sometimes when you're holding a tray, it's not the easiest thing to just grab a bunch of napkins. It'd be much better to have a dispenser at the table.

It is wasteful because people take extra napkins so they don't run the risk of running out and having to return to the napkin dispenser.

Since the napkin holders left, I've noticed that a lot of tables are left dirtier since people can't conveniently clean up their messes.

We are actually using more napkins due to that fact that they aren't at each table. Every student has to bring a certain amount with them, which means they could over-estimate.
