A cruise limits the amount of people that can attend due to capacity and safety reasons where as having it in Balito more matrics are able to attend as there is a variety of accommodation available.
A cruise imposes more security and safety issues, as individuals are drinking and can lead to them doing irresponsible activities in a more dangerous setting.
By having it on a cruise it also shortens length of Rage, but also limits individuals options. As if individuals are uncomfortable for whatever reason they cannot leave until the end of the cruise.
