I had a meeting with CAS on the premises about this problem some months ago. We discussed options for alternative bike parking areas that would be under video surveillance. It's all practically possible (even the surveillance) but someone will have to cover the cost. Maybe not for the parking area, but for the surveillance. I can tell you more about other options if we meet up at some point.

I have an idea that might be cheaper than a shelter. We could get good chains from DTU. One end should be permanently attached (maybe soldered) to the bike racks. The other end, covered with some rubber, could be wrapped around the bike frame and locked with a personal lock. In this way, nobody would need to carry a heavy chain and DTU could have a copy of the key of the lock, to avoid extra work in case the key gets lost or the bike is abandoned. Anyway, of course I wouldn't mind the shelter, but I also believe it could become a very safe place for someone who wants to steal a bike without being seen during the main work, cutting the lock. Hence, I vote for the shelter anyway, but please propose also cheaper solutions (financial problems are not easy or quick to overcome).
