Due to the willful neglect to conduct the duties of her office and the incompetency displayed (Section 36-11-1)* since her election to office in 2006, the Matt Murphy Radio Program along with the following citizens of Jefferson County request that Governor Bob Riley remove Bettye Fine Collins from her office as Jefferson County Commissioner with the authority provided to him by the Alabama Constitution (Section 11-16-7).**
*Section 36-11-1
Persons subject to impeachment and removal from office; grounds for impeachment generally.
(a) The following officers
may be impeached and removed from office: judges of circuit and probate courts, district attorneys, judges of the courts of appeals, district judges, sheriffs, clerks of the circuit courts, tax collectors, tax assessors, county treasurers, coroners, notaries public, constables and all other state officers not named in Section 173 of the constitution and all other
county officers and mayors and intendants of incorporated cities and towns in this state.
(b) The officers specified in subsection (a) of this section may be impeached and removed from office for the following causes:
(1) Willful neglect of duty;
(2) Corruption in office;
(3) Incompetency;
(4) Intemperance in the use of intoxicating liquors or narcotics to such an extent in view of the dignity of the office and importance of its duties as unfits the officer for the discharge of such duties; or
(5) Any offense involving moral turpitude while in office or committed under color thereof or connected therewith.

Commissioners - Removal.
If at any time it shall be made to appear to the governor that any commissioner has willfully neglected to discharge in good faith any duty resting upon him under the provisions of this chapter or is physically unable or otherwise incompetent to properly perform such duties or is seeking in any manner to prevent or defeat a full and fair expression of the wishes of the qualified electors of the county on the question of such removal of the county seat, the governor must remove such commissioner and appoint another in his stead, who shall qualify as provided in sections 11-16-2 and 11-16-4.
