The Clipper contract is coming up for renewal, and a system upgrade is being designed this year. The Clipper system delivers only a fraction of its promise to integrate the Bay Area's transit system. Sign this petition if you demand that the next-generation Clipper be BETTER.


Regional fares and equitable transfers. Opportunities for integration include rational distance or zone fares, universal transfers, regional day pass, regional month pass, and and regional bulk passes for places and organizations.


Access for all transit users. It should be easier for all users to add cash to Clipper - including those without access to bank services. Cash value should be available immediately.


Bikeshare and other connections. Clipper should work for first and last mile, including bike share, bike lockers, carshare, and the growing range of innovative connection options.


Data. Clipper data should be available for transit agencies and the public to analyze travel patterns including transfers across agencies. Agencies need to protect rider privacy - and improve connections.


Innovation. Transit services should be able to experiment and pilot service improvements without high fees.


Customer feedback. The process of gathering requirements for the Clipper update has focused on MTC and agencies, and formal agency committees. So far there has been no direct customer feedback via surveys, focus groups, and transit stakeholder groups. This is an important issue that needs direct feedback from riders.

Use the same distance-based fare system for BART and Caltrain, with no extra charge for transferring between the two. The fact that BART and Caltrain are separate systems is an inconvenience forced on riders by regional politics, riders should not have to pay extra because of it.

Please make the clipper system accessible to blind users at the stations. At a minimum, make it possible for visually impaired riders to hear the same information that everyone else sees on the screen. Even better, connect the system to a mobile app so they can check and update balances with an iPhone.

Clipper needs to act more as an enhancement to a credit/debit card, or act in place of one to be truly effective. Most of the population in the area has a bank account or a payment card of some kind, and other countries have integrated these payment systems together. When these systems can come together, there will be no limits to what Clipper can achieve!

Inter-agency transfers should be heavily discounted, in particular those that see lots of transfer volume, like BART and Caltrain with the various regional transit agencies, to encourage people to take transit and not to drive to begin their trips.

kids of all ages (ie. including those age 13-18) should receive the child fare on BART - something that is not currently the case; family weekend fares (ie. kids ride free or four people ride for the price of two) would be attractive and affordable ways to encourage families/groups of people to ride transit instead of drive

Tag on/off speed is too slow. Everywhere else in the world it is nearly instantaneous, here we have to deal with misread cards, backed up lines to tag on/off and several seconds delay when it should be instantaneous.

Clipper should offer cards in different formats, like Keychain tokens. Credit Cards should be processed instantly, not over five days.

All of these upgrades and more are already implemented in Germany metro areas. These involve multiple operators and counties in a Federal system. In addition, the next generation Clipper should form one statewide system. It should work with Sacramento, San Diego and Los Angeles metro area transit cards and with Amtrak California and CA High Speed Rail services. If not immediately, all the agencies should jointly plan their next generation systems to work together. Look at iBeacon and similar technologies as well to make it easy with a mobile phone, no special card needed. In 10 years all mobiles will be smartphones.
