The following is a community petition regarding the modification or elimination of the industrial air handler on the roof of MacNeal Hospital in proximity to and above Wesley Avenue in Berwyn, Illinois.

Due to COVID concerns, we're spending a lot more time in our homes. Many working at home full-time. Being in constant proximity to this industrial HVAC air handler, is injurious to the public health and the problem needs to be addressed immediately.

When outside temperatures are above 70 degrees, MacNeal's HVAC air handler typically runs 100% of the time and puts out a constant level of noise equal to living next to a busy highway or having a blender running constantly inside your home.

In recent decibel level tests, the average noise level at 120 feet is currently 85 dB with peak levels at between 85 dB and 90 dB on days above 60 degrees.

This means that the air handler is rated as LOUD to VERY LOUD by standard acoustics charts. It is therefore in direct violation of several ordinances affecting environmental noise standards. Specifically, with regard to the intensity, frequency, duration and character of the noise created as well as vibration and sub-audible frequencies, which can equally affect the health and wellness of this community.

In addition to being a health hazard, the noise from the HVAC unit will also affect our property values.

Letters of inquiry and complaint has been sent to the following recipients:

  • Loyola Medicine / MacNeal Hospital
  • Berwyn City Council / Mayor's Office
  • The Illinois Environmental Protection Agency

Your support of this petition is needed to show that our community wants those individuals with the authority to act, to do so as soon as possible.

This petition will also allow us to seek legal remedies should grass roots efforts become ineffectual.
