As of April 2013 anyone on housing benefit whose property is under occupied with have benefits cut.  14% cut on 1 spare bedroom and 25% cut on 2 or more spare bedrooms.

No account will be taken on financial position and will drive the poorer families even further into poverty and it will take 1000s of people below the financial level the government sets as what people need to live on.
If everyone who is under occupied decides the only course of action is to move then local councils will be beyond help as they simply do not have the resources to rehouse these numbers in one bedroom properties.  Even if they could how can people afford to move home and finance all that entails.  I also feel that it should be noted that people of retirement age will not be affected by the bedroom tax. 
Most councils in the country are going to make all residents pay20-25% of their rates whatever their income, again hitting a large section of the population that simply cannot afford it. we will have another 'poll tax' situation with so many ending up in court because they haven't paid it , cost the country untold amounts in legal fees which will far outweigh what is owed.
The government has not thought this through and hopefully if we can get enough signatures they will be forced to re-evaluate this whole situation.
