animals are not possessions. they deserve to be safe and loved. no one who hurt an animal should every have the privilege of having a pet again.

The abandoned dogs should NOT be returned to the owner and the owner should also face charges of negligence and abuse

There is no excuse for this kind of cruelty. I can think of a 1/2 a dozen ways that this could have been handled that wouldn't have resulted with starving, thirsty, near dead animals.

it shouldn't even be considered giving them back, she would only do the same thing again, next time these poor babies will all probably be dead.
