anybody who feels they cannot devote the time, effort and love to caring for animals, doesn't deserve to have them. Those animals deserve an owner who will give them the time of day, and look after them. You wouldn't leave a child to fend for themselves coz they can't do it...so why leave an animal? It's cruel and unnecessary!!

Why even waste time and money considering the "owner's" request? In a case where it can be proven that animals were truly abandoned or deliberately withheld proper care, there shouldn't even be a legal process.
