For We the Owner/Users of the Black Canyon City Water Improvement District (BCCWID) in the state of Arizona, within the county of Yavapai do hereby petition that the current BCCWID Board of Directors apply for the free assistance offered from the EPA through its WaterTA program. Whereby the EPA's Technical Assistance program helps small community water systems like ours navigate and comply with its NEW Lead Copper Rule Improvement (LCRI) regulations which are very complicated, we want the BCCWID Board to enlist their help and services in moving forward if we qualify. Whereas A small mistake going forward could cost us thousands in fines or redo work, we want to avoid unnecessary costs associated with the initial inventory of our water system, and the ultimate required replacement of all lead pipes in our system within 10 years as proposed by the EPA. Whereby we understand that the EPA neither promises nor guarantees that it will provide assistance to us, we want you to do your best to obtain their help on our behalf, as it is in our best interest for BCCWID operations and management to be professionally guided through the process by the EPA contracted experts who can help us save massive amounts of district funds over the life span of the project. It is therefore duly noted that an EPA Supporting Contractor may be able to help us in the following areas at no cost to us the Owner/Users who support and fund this district:

  • Lead service line identification and replacement
  • Source water protection
  • Emerging contaminant (e.g., PFAS) challenge
  • Drinking water treatment plant and pipe upgrades or building new drinking water infrastructure
  • Improving cybersecurity
  • Training and assistance on writing grant proposals
  • Effectively managing grant funds
  • Community engagement / Meeting facilitation

Therefore as an Owner/User within the BCCWID (the district) I am requesting that you apply for the afore mentioned help and assistance from the EPA as soon as possible.
