Neighbor dogs bark 20-60mins 6-7 times daily minimum. Owners ignore and move cages away from their hearing! Soundproof their house! Threaten neighbors who complain! Aron Ramos of Hanapepe Hts!

There needs to be somthing done about owners that can't control there dogs. We have a right to sleep comfortably in our homes. Not be constantly awaken by the dog that won't stop barking and no one does anything about. Have the decency to tell the dog to be quite or move it inside somthing! It's unfair that there's nothing we can do! My family loves animals too. But please respect your neighbors right to a peaceful nights sleep!

Carvalho repealed our only form of recourse by dismissing the barking log option, which was already an inconvenience to mark down barking durations at all hours of the day and night, but still worth it if the end result would be common curtsey/decency. It is his job to come up with a suitable solution for a problem that plagues so many on this island.

Great petition. Have issues with neighbors now who just don't care.

The trend is that people are becoming more inconsiderate of each other. This is especially evident in neighborhoods. It is getting worse every year. Thankfully, the burning of trash is now out-lawed ! We need to address noise, in general, but neighbors who allow their dog(s) to bark, howl, cry, etc., constantly must be held accountable for disturbing the peace as much as a neighbor who plays loud music so that the entire block has to hear it.
The thing about dogs is that they are barking incessantly (or howling and crying) for a reason...something is wrong with the dog . Too many dog owners are de-sensitized to their dog's making noise, therefore, ignore it and do nothing to stop it. It is unfair to others living around them, but they don't care. We need to have a law that addresses this problem, as well as al other excessive noise issues.

Please include caged birds in this Petition, because Dogs are not the only "pets" that are a severe nuicence to people that have to listen to them constantly, for months and sometimes years, without any options.

Living next door to several little dogs and speaking with the owners about the constant barking at all hours of the day and night (in which the neighbors even stated they do not know how to train their dogs - which leads me to believe that they should not have that many (7) in the first place) can be emotionally and physically straining. Yes, your pets become family, but treating them and referring to them as your 'children' when speaking about continuous barking and letting them bark at all hours of the day - well, I'm sure you would find ways to work with your child as to not have them scream ALL day. It becomes tiring. For those of us with dogs, we know it takes hours upon hours of training. This petition and law is necessary as to not just make owners liable, but become educated on obedience training for ALL kinds of dogs. Contrary to popular belief, small dogs can be trained...

I think this petition is necessary. I have a neighbor with seven Pomeranians and they are all constantly barking at all hours of the day and night. We have tried talking with the neighbors but all we get is a rude response saying "get used to it, we've lived here for twenty years."
There are just no laws currently in place to call the authorities, so there's nothing we can do. Please help.

My neighbor's dog barks incessantly when the owners are absent. They are apologetic but at a loss for a solution. Train, take the dog with them, or get rid of it are the only reasonable options.
