The only way to correct this misbehaviour is through massive class actions like with the tobacco industry. It would be not to difficult to estimate damages for investors.

Repeal the Too Big To Jail policy of 2008. Bring criminal and civil penalties to reward compliance and punish violation of the law regarding theft, conspiracy, criminal racketeering, fraud.
