Ban them from this activity and send many of the workers to jail. The only way to deter other banks and institutions from doing similar things is to have consequences that are real.

Allowing paper trading to manipulate price hurts the commodities market for people trading in actual metal. It limits supply and inhibits the ability to procure metal for manufacturing.
